Pp. 363, bibliographical references, index. As the author describes the book, it is "a study of Ontario government policies for Canada's largest city-region" (p. 294). Of course, you can't really discuss governance in "Canada's largest city-region" without discussing the rise and fall of Metro. It also recognizes that one cannot consider Toronto in a meaningful way without also considering activities in other cities around Toronto.
